Biographical note: The Principal of Cirrus Associates Ltd, Bryan Bates, has over 25 years experience in water management in New Zealand and Australia. He has worked for regional councils in Canterbury, Taranaki and Auckland, as well as the NSW Environmental Protection Authority in Sydney. Since establishing Cirrus Associates Ltd in 2004, he has focussed on both water policy and regulatory (consenting) issues for a range of clients. Work has included water issues under the Resource Management Act, the Local Government Act, and the Health Act.
